Administration Releases Executive Order Imposing Sanctions on Russia

The Administration is imposing sanctions on Russia via Executive Order (EO). The sanctions are attributed to tampering with Elections and the SolarWinds hack. The EO addresses Russia and their “efforts to undermine the conduct of free and fair democratic elections and democratic institutions in the United States and its allies and partners; to engage in and facilitate malicious cyber enabled activities against the United States and its allies and partners.”

The EO sanctions thirty-two individuals and entities and blacklisted six businesses run by Russia’s Foreign Intelligence Services. This order also includes ten intelligence personnel from the Russian Embassy (in D.C.) being barred. Similar to the techniques used against Iran, the Administration is barring U.S. Financial Institutions from participating in the primary market for new debt from the Russian Central Bank and sovereign funds, thus effectively making it difficult for Russia to raise their dollar denominated bonds.

In a call with Putin on Tuesday, April 13, 2021, President Biden warned Putin of the incoming sanctions on Russia. President Biden also discussed plans to meet at a summit to discuss the amassing of Russian troops at the Ukrainian border and to build and maintain a predictable and stable relationship between the two countries.  

This Executive Order imposing sanctions on Russia marks a first for the United States Government in naming Russia’s Foreign Intelligence Services as the responsible party for the SolarWinds hack.
